About This Emulators
PSPE 0.9b is an early PlayStation Portable emulator for Windows that was released at the very beginning of PSP emulation. PSPE was a small and experimental project released on June 4, 2005, not a modern full-featured PSP emulator. The historical emulator documentation makes it clear that it is not capable of running commercial PSP games at that point, but does enable users to try demos and homebrew software. The Windows release was demonstrated at only 328 KB, a testament to how lightweight the original program was compared to modern emulators. The archived documentation said PSPE also needed SDL.dll 1.2.8.
