In Grand Theft Auto 2, you are dropped into Anywhere City, a fictional futuristic city, ruled by several rival criminal gangs. The protagonist, Claude Speed, is a criminal trying to make a name for himself in the city’s criminal underworld. Claude does jobs for many gangs to gain reputation and earn money. The city is split into 3 large districts and each district has a number of gangs fighting for influence. Claude can work for these gangs by completing missions and doing criminal jobs. But the gangs don’t work together. Claude can damage the relationship of one organization by helping the other. This creates a reputation system that affects how the various gangs treat the player. The police know about the crimes of Claude and try to arrest him every time he commits a crime. As Claude roams the city, he undertakes progressively more difficult missions, such as vehicle thefts, assassinations, deliveries, destruction, escapes and other criminal undertakings. The endgame is to get enough money and respect to survive the treacherous criminal underworld and secure Claude's place in Anywhere City‘s criminal world.

Grand Theft Auto 2 is a top down open world action-adventure. Players are free to wander the city on foot or in stolen vehicles as they take on missions for various gangs. One of the game’s major features is the gang reputation system. Each gang has a different attitude toward Claude. The player’s reputation with a gang increases when completing the gang’s missions, but decreases when attacking or acting against members. Different gangs have different kinds of missions. Some missions are stealing cars, delivering packages, killing targets, destroying objects or escaping dangerous situations. The city is full of traffic, pedestrians, police, weapons, vehicles and interactive locations. Players can hijack many different kinds of vehicles and drive around the districts. You can pick up weapons and use them against your enemies. Vehicles can also be part of a player's attack and escape plans.
