The story is set in Tokyo-to, a futuristic city ruled by powerful corporations and closely watched by the authorities. The player joins the GG's, a group of young graffiti skaters who play in the streets of Tokyo-to. The GG’s communicate through graffiti and use their skating skills to get around the city while evading the police. At the beginning of the game the GG’s go up against other graffiti gangs, fighting for control of the different sections. The player must help the GG's to get their territory by tagging walls and battling rival crews. As the story develops, new members join the GG's. Players will face off against rival gangs, including the Noise Tanks and Poison Jam, each with their own graffiti style and reasons for their actions. Eventually the GG's find out that there is something much bigger behind the gang conflicts. Rokkaku Group begins taking over Tokyo-to, a mysterious organisation. At the head of the organisation is Goji Rokkaku, a powerful businessman who wants to take over the city and its culture. As the GG's discover the link between Rokkaku and the supernatural events plaguing Tokyo-to, they become more and more involved in the conflict. The story is about a series of mysterious cassette tapes with music on them that are connected to some weird supernatural occurrence. These tapes play an important role in the conflict. Ggs have to keep tagging territory, fighting rival gangs, and avoiding ever more aggressive police forces. Players traverse through different parts of Tokyo-to to complete graffiti missions and discover new characters. Finally, the authorities bring in more and more powerful forces to stop the GG’s. As the Rokkaku Group's plans come to light, the war becomes much more perilous. The GG’s keep fighting back with their skating, graffiti and teamwork. Eventually the story leads to a major showdown with Goji Rokkaku and the supernatural forces behind his plans. The final stages involve skating, graffiti, combat and large scale action sequences. The GG's survive the final threat and continue their rebellious lifestyle as symbols of street culture in Tokyo-to.

Jet Grind Radio is a combination of 3D platforming, skating, graffiti, exploration and action. Players control characters on rollerblades, moving through large urban environments. In many missions, the primary objective is to locate specific graffiti locations and spray them with the appropriate graffiti. Players can perform skating tricks, grind on rails, leap between buildings and speed through the environment. Tagged graffiti targets are scattered around the city. When players arrive at a graffiti location, they must perform the required graffiti input to complete the tag. The player's enemies are the police and others who try to stop the player. Players can use skating techniques as a way to evade or attack enemies. The game also features races, rival battles, graffiti challenges and exploration missions. The characters each have different skating abilities and stats. As players progress, they are able to unlock more characters and graffiti designs. The game has a distinct comic-book feel to it because of its cel-shaded graphics.

Complete graffiti missions while avoiding the police. Use rails, ramps, walls, and other environmental objects to get around quickly. Jump around and skate in town. Grind on rails , other surfaces . Collect graffiti souls and other objects as you find them. fight or avoid enemies that try to stop you. Mission completed to unlock areas and Characters. Fight rival gangs. Explore the city and find hidden graffiti and collectibles. Keep going with the story until the big showdown.
