The story is set in a place called Virtua City where crime is a big issue. Officers Rage and Smarty are brought in to stop the growth of the crime organization and restore order. The main enemy is the EVL Corporation, which has become involved in the criminal activities of the city. The police officers must investigate the organization and destroy its forces across the city. Rage and Smarty take on heavily armed criminals through a series of dangerous zones. Throughout the mission, they run into gang members, armed attackers, vehicles, helicopters and other threats. In some parts of the game, players can choose from different routes. These paths can take you through different settings and offer some replayability. As the investigation continues, the officers learn more about the criminal organization and finally run into the most powerful enemies of the organization. The last portions of the game have increasingly hard enemies and major boss battles. To be able to survive the final fight and complete the mission, players need to remain accurate and reactive.

Virtua Cop 2 is a rail shooter from a first-person perspective emphasising rapid fire and quick aiming. The player doesn't freely control the character. Instead, the game guides the character through the environment. The player’s main task is to target enemies and kill them before they can attack. Offenders can come out of the blue from windows, behind cars, from roofs, doors and other places. The enemy often has very little time before firing so reactions need to be quick. Players can also shoot some environmental objects. Some items can reveal hidden objects, create alternate routes, or provide extra scoring opportunities. Accuracy is important, as shooting carelessly can put innocent civilians or friendly characters in danger. There are many different types of enemies with different weapons and attack patterns. There are also vehicles and larger enemies that demand concentrated fire. Boss battles are some of the more challenging sections. Bosses have different attack patterns and weak points that players need to learn. The game supports two-player co-operative play, where two players can fight through the stages together.

Start the game and choose one player or two player mode. Select your character and begin the mission. Your character walks on its own, just focus on aiming and shooting. You can use the light gun or the controller to take aim at enemies that appear on the screen. Shoot criminals first. Reload your weapon when it is needed. You can reload using the Virtua Gun with the appropriate off-screen reload action. Keep an eye on your surroundings, enemies might come from unexpected places. Please do not attack friendly characters or innocent civilians. Where possible, shoot certain environmental objects, as they can reveal hidden items or alter the path. When fighting bosses, take a good look at the enemy’s attack patterns and aim for its weak points. If you are playing with two players, coordinate your attacks so both players can cover different areas of the screen. Just complete each section and follow the available routes to the last enemy.
