Victor Vance is a soldier at Fort Baxter in Vise City. He’s trying to get money for his family and help his sick brother. His commanding officer, Sergeant Jerry Martinez, forces Vic into crime. A botched mission leads to Vic’s discharge from the military, leaving him without a steady income. His military career in tatters, Vic hooks up with his brother Lance and a variety of criminal organisations operating around Vise City. Vic does jobs for various characters and gets more and more involved in the drug trade, gangs and criminal businesses of the city. The story follows Vic's rise through the criminal underworld of Vise City as he tries to protect his family and build his own organization.

Grand Theft Auto: Vise City Stories offers a vast open-world environment for you to explore. Vic can walk around the city, steal and drive vehicles, use weapons, do missions and speak with different characters. Game has a criminal empire system that allows Vic to take over properties and set up businesses. Players can attack other businesses, take over locations and build their own criminal empires. Driving is a huge part of the game. The player is able to explore Vise City in cars, motorcycles, boats, helicopters and other vehicles. Combat involves guns, melee weapons, explosives, and other gear. Players can participate in missions, gang wars and open world activities.

First, do missions for the characters that introduce Vic to the criminal underworld of Vise City. Open the map to find mission markers and important locations. Steal or find vehicles and drive around the city. Follow the on screen objectives during missions. Objectives can include: driving to a location, protecting a character, defeating enemies, stealing vehicles or other criminal activities. Use a variety of weapons in different circumstances and take cover when necessary. Level up, unlock new zones and gain access to the Empire Building system. Capture properties, start criminal businesses to boost your income Explore Vise City outside of the main missions to discover hidden items, side activities, vehicles, weapons and other secrets.
